- Put flour in a bowl.
- Mix in small amounts of hot tap water until the consistency appears thin like glue, not thick like batter

If you want a smooth, nearly clear finish, try this paper mache paste:
- Whisk two tablespoons of flour with a cup of cold water into a pot.
- Place the pot on the stove, and while stirring constantly, slowly bring it to a boil.
- As it thickens, use a silicone spatula to stir to prevent burning.
- As soon as it starts bubbling, remove it from the heat and allow the mixture to cool.
Don’t worry if it looks a bit runny while hot. The mixture will thicken when it cools.
Flour-free paper mache using PVA glue
You can create DIY paper mache with PVA glue, which is just school glue or white glue, by mixing glue and water in a 2-to-1 ratio. You can eye the amounts. Just shoot for the consistency of light cream.
